Conforming to the remarkable challenges in the Indonesian political, social, and economic reforms, JICA, the Japan International Cooperation Agency is an implementing agency of Japanese Official Development Assistant (ODA) for technical assistance has introduced in late 1997 the Community Empowerment Program in Indonesia. This program focuses on the improvemement of grassroots people welfare and livelihood through the bottom-up approach that empowers people. In this program, each project has multi-level cooperation approaches to various related parties, including central and local governments, local communities, local NGOs, private sector as well as universities.
